My client is a fast growing mobile operator and they are looking for a Billing Project Manager to be based out of either Beirut or the Ivory Coast. They need either French or Arabic language skills (plus English). BASIC FUNCTION - Must be able to demonstrate strong business analysis and project management skills (project estimation, planning, resourcing, and coordination), customer relationship management experience, and the ability to deliver business and technical solutions to client satisfaction. Responsible for Billing engagements, which may be focused on business process transformation, organizational design and change management, as well as software product implementation planning and execution, migration and conversion, testing and/or training. WORKING CONDITIONS - Program manager in large complex Systems Integration Projects in the Telecom Industry. Knowledge of, and experience in billing domains. MINIMUM REQUIREMENTS Educational Background: Bachelor degree Related Work Experience: Proven track record of 5+ years solid Project Management experience using formalized project management tools and processes 7+ years business process and analysis experience. Computer Proficiency: Computer literate. Knowledge of MS Office Applications (Word, Excel, Power point, Visio, Microsoft outlook, etc). Language Skills: Proficient in English plus either French or Arabic. Competencies Required Experience in mobile telecom industry, must be GSM. Experience in

various billing platforms Experience with CDR Structured Project Management methodology, PRINCE2 / PMI Adaptable, with a keen interest to understand how the business works Knowledge of Business Management principles, methods and techniques Persistent attention to detail, while maintaining overall understanding of the project DUTIES AND RESPONSIBILITIES Manage multiple cross functional projects throughout their lifecycle. Develop SOW, project manage internal implementation teams, and ensure a smooth transition to the operations team. Take ownership for the overall smooth implementation of solutions. Manage project budgets and resources. Draft and implement policies and procedures. Coordination of resources and deliverables. Ensure that the company adopts a clear and consistent approach to the management of projects; particularly those projects that impact multiple departments. Plans, directs and coordinates activities of designated projects to ensure that goals or objectives of projects are accomplished within prescribed time frame and budget. Prepares project reports for management, client or others. Confers with project personnel to provide advice and to resolves problems. Support where requested local and regional departments with the implementation and execution of projects. Conducts post implementation analysis and documents lessons learnt.
