This local government organisation requires an interim to work with the Head of Sourcing within the Schools, Children and Families Directorate, to help provide a high quality commissioning service including strategic market development and management of services and contracts.

The assignment will require the successful candidate to provide commercial advice to budget holders to effectively manage their budgets, influence major procurement spend or those contracts with high risk and contribute to the Directorate`s saving target.

Responsibilities will include:

*Provide advice and guidance on procurements *Undertake procurements for contract letting of medium and major projects identified through the Commissioning Strategy in support of the Children and Young People`s Plan *Liaise with Category Managers and other service areas in the development and implementation of procurement strategies which influence the Directorate`s ability to purchase significant areas of spend collaboratively *Implement procurement strategies

and advice (tendering, evaluation, award and contract management) efficiently using preferred technology-based methods *Influence the regional procurement agenda *Ensure issues pertaining to the sustainable procurement strategy (equality, diversity, ..etc) are incorporate into all procurement activity *Lead contract reviews *Improve the efficiency and reduce costs of the procurement process by participating in the re-engineering of processes/procedures *Monitoring and review of providers/suppliers.

Candidates applying will have:

*Sound knowledge of contract law and implementing contracts and supply agreements *Thorough understanding of public sector compliance rules *Sound understanding of Best Value and Project Management *Experience of developing and implementing commissioning strategies and policies in a regional/national context
